Our Investigative Services Division is administered by Fred L. McKinney, a licensed Private Investigator. Fred was born and raised in North Carolina. He graduated high school from Oak Ridge Military Institute and attended North Carolina State University where he studied Economics. He enlisted in the US Navy Seabees in 1966, and while his battalion was attached to the 3^rd Marine Division at Phu Bai, Vietnam, Fred served as a squad leader in the Security Element. After Vietnam, he was a military training instructor at the Construction Battalion Center in Gulfport, Mississippi.

In 1969 Fred joined the North Carolina State Bureau of Investigation. While with the SBI, he was stationed in Davidson, Cumberland, and New Hanover Counties. As an SBI Agent, Fred conducted a wide range of investigations and worked in all areas of the State. For many years he was assigned to the drug smuggling unit and participated in numerous seizures of multi-ton quantities of controlled substances. He worked closely with state and Federal prosecutors, and with other law enforcement agencies, including the DEA, FBI, Customs, and IRS.
