Fred L. McKinney was the co-author of the SBI Academy lesson plans on Interviewing and on Report Writing; he also was an instructor at the SBI Academy on Interviewing and Report Writing. Fred was promoted to Assistant Special Agent in Charge (field supervisor) in 1985 and one of his many duties as a SBI field supervisor was investigative file review. He was promoted to Special Agent in Charge (SAC) in 1994 and retired in 1999 as the SAC of the SBI Southeastern District in Fayetteville. Upon retirement, Governor Jim Hunt presented Fred with the Order of the Long Leaf Pine and Attorney General Mike Easley made him an Honorary Attorney General.

After retirement from the SBI, Fred received his Private Investigator's license and has worked civil and criminal cases as a Private Investigator. He has worked on a contract basis conducting security clearance background investigations for the Department of Defense. Fred has also consulted with various law enforcement agencies and State of North Carolina agencies on investigations. He has conducted civil investigations for the NC Attorney General's Office.

Fred is a graduate of the Administrative Officers Management Program in Raleigh, which is sponsored by the North Carolina State University Department of Public Administration. He attended various courses in Supervision and Management sponsored by the North Carolina Office of State Personnel. He also is a graduate of the National Police Training Program in Washington, DC.

Fred is a member of the North Carolina Association of Private Investigators, the American Society for Industrial Security International (ASIS), and the Society of Former SBI Agents.
